Monarchism has a terrible risk - Constantine effect. (Competent but anti-religious man at the top can destroy you beyond recovery.)
Hence, grudgingly, we may need to favor democracy - albeit with a severely restricted electorate (eg. initiated Aryas educated in the dharmashAstras).
